The Office of Statewide Health Planning and Development (OSHPD)

The Office of Statewide Health Planning and Development (OSHPD) is the primary organization that regulates healthcare facility construction in California.  This responsibility was a result of the 1971 Sylmar earthquake that caused the collapse of several hospitals.  Since then, OSHPD’s role has expanded to include the application of regulatory guidance to include building code and seismic safety reviews.  The objective of OSHPD is to keep the safety of patients, staff, and the community around the facility.

Coordination between design professionals and contractors is a critical in leading and managing OSHPD projects.  All stakeholders share a common goal of successfully project delivery.  Architects must deliver plans with that adhere to the latest OSHPD standards and details.  Design professionals must be fully up to date on the codes and details.  Contractors must build and execute these standards to meet and exceed inspection requirements. OSHPD provides specific guidelines and detailed requirements to the project teams throughout the planning and execution process.
